Norfolk County Council issues the licence
In Norwich, skip licences come from Norfolk County Council, the highway authority, not the city council. From April 2026 a licence costs £55.94 for each 28 day period, and every skip placement needs its own application, backed by £5 million insurance and a waste carrier's certificate. Your supplier makes the application.
Changes ahead
Plans to replace Norfolk's councils with three unitary councils, including a Greater Norwich City Council, are under Government review after being withdrawn in September 2026. For now, Norfolk County Council remains responsible for skip licences.
The Golden Triangle
The Victorian terraces between Earlham, Newmarket and Unthank Roads are popular with students and young families, and have little off-road space. Expect the skip on the road. Norwich also has 17 conservation areas, so in historic streets check with the supplier that the placement is sensible.
