West Berkshire Council charges £62 plus £72 per week for a skip licence, one of the higher rates in the county. The skip hire company applies, not the resident, with at least 5 working days' notice, and must hold insurance covering the council for £10 million per claim. No licence is needed if the skip sits entirely on private land.
A rural district

Race days
Traffic builds around Newbury Racecourse on race days. If your job is nearby, avoid those days for delivery.
